It's the connectors inside the fan which is the problem, think it has something to do with the cold. I've got both sides set to the same temperature but even when I put the temp lower or higher the fan just pushes more air out or less. Fed them through a gromet and you can get your arm behind the dash to get to them. One side is blowing out burning hot air and the other is blowing out freezing cold air.
